Written for USC President Carol Folt’s sustainability working group. Evaluates offset options and recommends a hyper-local strategy that would reduce USC’s emissions by funding energy efficiency and other carbon-reducing projects in the surrounding South and East Los Angeles communities.

Meeting Water Supply Challenges in the Colorado River Basin

Argues that farm subsidies, federal and state fights over apportionment, and prior appropriation’s use-it-or-lose-it rules are driving demand past supply. Recommends reforming Farm Bill subsidies, creating an independent regional water bank, and ending forfeiture of unused water rights.
